Tu, the late Editor of the newspaper or against the
Company in the Hongkong Courts.
To this the Colonial Secretary
replied on the 26th. July, 1905, that the Government was
advised that no proceedings against the Newspaper Company
would be possible in the Courts of the Colony, that none
of the shareholders were resident here and that a watch
would be kept on Wu in the event of his being found in the
Colony.

In reply to a semi-official letter
from Consul-General Fraser dated the 18th. August, 1905,
the Colonial Secretary communicated to him minutes by my-
-self and the Attorney-General dated respectively the 27th.
and 28th. of August, 1905, of which I enclose copies.
6.
In the correspondence covered by
Your Lordship's Despatch under acknowledgment the Consul-
-General submits two suggestions, viz.:-
(a)
(b)
that the Hongkong Government should
insist that a Company proposing to
function in China should be always under
a British Managing Director:
that a Hongkong Company doing business
entirely beyond the bounds of the
Colony should on proof of the convict-
-ion of its directorate on a criminal
charge
